Is there a TDCJ cover-up going on at the Pam Lyncner State Jail ?


Backgate Says: 

 This editorial was sent to the Tribune newspaper that serves Humble and the Atascocita area. It's obvious that it was authored by a TDCJ employee that feels that TDCJ is covering up the fact that they are housing offenders serving lengthy sentences at that facility that are not supposed to be there. State law indicates that state jails are to house offenders serving two years or less at those facilities. I'm sure if the residents in that area knew what types of offenders are actually housed there that they would be a bit fearful. looks like there may be some explaining to do... We will work on this story and report back.

Here's the letter in it's entirety;

I’m writing to inform society of the Pam Lychner State Jail facility located at 2350 Atascocita Road. All state jail facilities are for state jail offenders who are a low risk to society and are doing two years or less. There are no guard towers because of the low risk. But, there are secrets being kept! Do you know that the state jail facility is housing Texas Department of Criminal Justice Offenders? I heard this took place before when serious offenders were shipped here from another facility. There are 700-plus TDCJ-ID offenders there with sentences ranging from two-to-40 years. There is even one with a life sentence. They are hiding these offenders because of overflow from other facilities. There is no room and no beds in other facilities. But the state jail is claiming those held at the Lychner facility are just transient. This is to fool the city of Humble. I’m quite sure the city was not informed that more serious offenders are once again being housed in the Pam Lychner facility.

The Pam lynched state jail is houses all types of offenders and consistently breaks Tdcj state policy, its no suprise that housing offenders who are incarcerated for ag, assualt to a peace officer are working in adseg. This being said this is the lighter of the policy violations conducted on the unit, with lead administration being fully aware handing fact condoning it.

  4. I did 13 months n that shit hole.... they do not go by tdcj rules at all. The offenders & the Staff are from the same blocks! Im a white male and I had a tough time in that 13 months. Just another reason to keep me from goin back. But Back 2 tha subject. I talked 2 many inmates with 10 agg - 40 yrs doin time on this unit. The Feds need to look in too Lynchner State Jail.... I'm sure there are many state violations! Seriously!!

    1. my son is there now and he is only 20 yrs old...i got told a gang of blk boys jumped him while he was in the chow line for no reason also they done nothing about it.i was also told he isnt recieving any of my mail thru jaypay...everytime i call to ask them about certain things they r so rude. and it is 95%blacks and 3%whites that the white boys dont have a chance in hell in there...please get bk with me on this cause i will have them shut dwn if things r that bad in there not just for my son but for everyone who is not being treated the correcy way yhank u

    2. my husband is there and is having the same type of issues. He is white and has stayed on restriction for one thing or another the whole time he has been there. There are black guys that do the same things he does and worse and nothing happens to them

    3. First of all Janna. The State Jail will not be shut down simply because of that Incident. Although its unfortunate that your son was assaulted in that fashion, these kind of incidents occur thousands of times a day in state jails around the country. Sadly enough... Texas State Jails are the worst when it comes to inmate security simply due to their state jail code of ethics concerning incarcerated inmates( Basically, They see it as your son wouldn't have gotten assaulted had he not been in jail). As a former employee for the Texas Board of Prisons, I can tell you that it is several holes and inconsistencies in their methods. According to the system, Those incidents are glitches in the system and your son is no exception to the mishaps that occur in a prison setting. I know it sucks. The truth of the matter is, prisons don't simply get shut down do to the nature in which the INMATES are treated. Staff may be terminated, Law suits may be filed, and even outside state agencies may be called in to investigate, but the shut down process very rarely occurs. I truly hope that things have gotten better with your situation.

  5. I did 10 months in this unit. It was a nightmare doing time there. The guards are from the same gangs as the inmates wich give those inmates special privileges. They are aloud to do what ever they want. I have seen them allowing inmates to steal food from other inmates. Writing inmates up to get them locked in ag seg. Even as far as doing sexual favors for certain inmates. It is poorly ran and inhumane. I know its not suppose to be easy, but they are not trying to rehabilitate anyone. Its a finishing school for criminal activity. Someone needs to look into it.

    3. Everything said here is true. Pam Lychner is as crooked as they come. Most rude bitches bossing visitors (male and female) around need to be locked up with who we are visiting. Bloods rule that place on both sides...the guards and guarded. Guards let inmates out to fight and enjoy it. It's usually a white guy being jumped by a blood or crip. I think my son can hold his own, but this place needs to be investigated. Racist pieces of shit work there. My son got written up on a lie a guard said. All white guys get written up for shit they don't do, but who will believe them? Female guards are having sex with inmates....pure fact. I hope those bitches get something penicillin won't kill. A distant cousin of mine works in a high ranking position in Huntsville. I'm going to be talking to him as soon as my son gets out.

My sons been there about 2 months and most if the guards are rude and we took his 4 kids to see hin today m I didn't realize you could only rake 3 kids in .So of course I had to choose who has to wait outside for a hour their mom abandoned them 4 yrs ago so daddy is their world so my 8 yr Old grandson and I can't believe these trashy guards was laughing if my grandson wasn't there I would be on my way to jail and yes it's prison but there humans just like us

  8. I was just there today visiting my son with his girlfriend. I witnessed the discrimination first hand on the outside. We are white. My son's girlfriend had on grey spandex leggins. I had told to bring jeans just in case. just a 'hunch' I had. well they made her change into jeans. well when we sat down-a black girl had on leggins just like her's except they were black. So I went up the front and made a big stink and asked what is the difference in her leggings and the grey leggings we were told were unacceptable to wear? Well..it caused and uproar...and they started to come over and tell the girl to leave. well I didnt want to be the bad guy and interupt her visit with her inmate so I said please dont point this out to her right now. Just explain to me the difference....and one black lady guard said to me..."we only notice what we notice" i said you didnt have any problems noticeing OUR leggins! so when the other girl left I guess they told her not to wear those again and they apologized to my son's girlfriend. I also saw guys visiting in there that had on white shirts while the rules state no white shirts. I taken aback that the rules seemed to apply some but not to others. I thought of reporting this-but to who..and who would care???

I was at the hell hole for 13 months and my stepmom got denied entrance for having pants on that are like high waters but of course while my dad got to visit me and see a black female inside for visitation with the same pants on they denied my stepmom. my stepmom got to sit outside in the car.

  9. My son also told me there are guys in there that are doing much longer terms than him. He got 3 years but is eligible for release next October 2014. At the front desk-when I asked- they tell you that only people in that unit do less than 2 years. But this is not the case. and I can see why my son WOULD be there since he is due to release next year...but why is these others long termer's there?

  10. My husband is there supposedly as a "transfer". He is doing 10 years for robbery. We have requested a hardship transfer to due his fathers heart condition. I was told that he cannot transfer due to him being in a transfer unit. That he will be there at least another year and then transferred to an ID unit. I know that his things HAVE been stolen, the officers have broken his personal belongings, and they gave him shoes that are 2 sizes too small and he had to cut the backs off to make them slippers so his feet could fit. Does anyone know what I can do to have him transferred to an ID unit?? We are in Dallas and he is very far, it took me over 6 hours to get there with our son. Please help! I need advice...thank you..

  11. OMG! My 19 yr old son just got sentenced to 14 months and is newly there!!! My heart is breaking!! I did time at lucille Plane jail 7 years ago and it is the exact same way! I worked in the chapel there and we were told to forge Recreation logs for the officers because ACA was coming through and we had to forge them because we NEVER once got rec the whole 6 months I was there!!!!!! How do we do something??????????????!@!!!!!!!!!!!!!!

    2. If you figure it out let me know! My son is half white and half Mexican. He was there less than 6 weeks when he "fell" in the shower and his skull was pushed into his brain. The prison said he was high but the tox screen came back 100% clean. It was an obvious assault according to the nurses and neurosurgeons. He is in critical condition for the past several weeks and will never be the same. My heart breaks but I don't know what to do!!

I hooe you can find a good attorney that will demand the video tape or the recording devices from that "fall" that caused his skull to be crushed into is brain. When my husband was there he told me of stories about a couple of inmates who refused to join a gang. One was a white man and since he refused, the gang members crushed his leg I think via the lockers anyway broke his leg completely in half!! Another one refused..I have no idea of his race butvhis punishment was via a combination lock ..the inmate put it on his finger like a ring and concealed combination part in his hand...but used it to beat the crap out of a guy. My husband wont tell me anything worse than that he said because he doesnt want to burden me with the really horrific things that go down there. He was able to get into a faith dorm and he said itvwas a great deal better.

  13. I just got done doing 8 months there and everything I've read is absolutely true. I am a black male and I'll say this...there is a great deal of discrimination going on there. The gang members basically run the unit which sucked for me because I am not a gang member. The guards are gang members and they let the gang members run rough shod over the place. My wife was treated rudely and disrespectfully during a visit, which she did not take lying down. She reported it to the Ombudsman's Office in Huntsville, which referred to complaint to the Warden. The warden called me to his office and ended up issuing a threat to me and told me to tell my wife to let it go. I had 30 days left there so I patiently waited and now my wife and I are picking this fight up where we left off. Something MUST be done about that place because offenders are being treated worse than animals in there and the entire staff is in on it....including the warden.

  17. My husband has been at Pam Lynchner for 2 years and he has a 15 year sentence. Last time I went to see him which was 2 weeks ago, I had a few words with one of the guards. She was very rude and disrespectful towards me. They are all trash and racist. They know me well, as I have been going there for 2 years and I politely told the guard that she better be careful what she says to me because I know about the investigations that they are under. Needless to say, she shut her mouth real quick. My husband also told me that the women guards all sleep with the inmates, bring in cell phones, drugs, etc. I would like to report this but fear the backlash that may come upon my husband.

As a former African American correctional staff with several years of experience in the system including ID units I must say that this is the by far the most poorly ran facility I've ever worked at. I must say it all start at the top starting with the warden. If you want to begin to fix the problem then you have to go to the source. First of all the moral is poor, officers are forced to work mandatory over time, the turn over rate is high, higher ranking officers try to talk to you as if you are a nobody so in theory it fall back on the inmates, which is ludacris. You work 12 hour shifts, six days straight and will be lucky to get a fifteen minute break. The ODR is horrible we couldn't even get sugar for our coffee so I can only imagine what its like for offenders. I wasnt there to make their time harder for them, I treated everyone firm, fair & consistent regardless of skin color. I dont like the fact that they want you to do certain things under the radar if you get my drift. Their are some good officers and their are some that are questionable. A lot of immature officers that are not practicing what they are trying to preach. Like I said before it all start at the top if you get my drift. I couldn't deal with the madness so I had to throw in the tile.

    I was sentenced to 8 months in that facility and it's a real shit hole. I had all sorts of problems my first couple of weeks, not from inmates but the staff as a whole. They get in your face and talk all sorts of crap and want you to react so that they can give you a case (free world) if you beat them up. Although the cases mean nothing the officers get joy from taking what's important to you like commissary for 15-45 days. Visitation and recreation. What they need to do is find a way to get rid of the rat and roach problems before someone gets sick. I've never been in a place that was so filthy that it would just make your skin itch. I saw gnats in the showers and around the toilets and they would not provide any chemicals to clean up with. I honestly saw a rat in the dining hall where we have to eat our meals running all over the place. Its things like this that brings out the attitude in inmates like myself, but I can't make any changes alone. I need all family members of inmates to take a stand against this place. I'll tell all that I know, even the secrets they think are secret!!!

  22. I was a former officer there and you are all correct but it you have to understand that this is an reflection of the leadership from the staff and the warden is the blame. You remove his unsobering ass from that position & put a more experienced Warden in,then you start the change process. They are all just a reflection of their leader . I am African American and if you question any foul things theire you become the one at the other end of the rope.

    1. Are you referring to the main warden, or assitant warden or both? My husband is no longer there, but they were kinda shady witha complaint I made to the ombudsman. Believe it or not, that place is like a hotel compared to the place my husband is now. When he calls I can hear the Sargeant yelling at the inmated calling them d*ckless as$holes and much worse...and that's for count time.

  23. I was a Sgt. At Lucifer, oops, i mean Lychner for 3 years and saw plenty of horrifying things done there. The biggest problem is the way they house offenders. G2, J2s housed in a building 1 officer has to watch 232 offenders in split up in 4 dorms. J4s are in cells packed in with between 8-30 offenders. I.e. C8 & K dorms. No offenders and/or officers are safe. Too many blind spots, and/or staff/offenders that will not snitch eachother out. The only way to solve the problem= house offenders in 1 man camera monitored cells. Hire staff with same requirements as texas state troopers/ police officers. Same pay too.

It's easy to throw stones but when its your family member that's incarated then its a different story.It's my prayer that you never have to experience this because not only are men during time but there family are during this time right along with them and it's hard when your love one is locked up and the place they are in is unsafe. If you served you should be embarrassed about your inability to compose a post. I seriously doubt you were a commissioned officer. My guess is (IF YOU SERVED AT ALL) you served in some branch that doesn't care if you can spell or have a decent vocabulary and are now working at a correctional institution.   30. I did time there and everything I have read is 100% correct. I was wood #5 (only 5 whites) in my tank/dorm with the rest black and one hispanic. Bottom line is your loved ones are going to have to get down for themselves and their people or they will be a constant target - period. I know that no one wants to hear that but it's prison. I wish all of them the best and hopefully there are some Woods in there that will take them under the wing.

  35. I did some time there as a TDCJ visitor with a 5 year sentence for DWI. IT WAS HELL. First day there they put all off us from TDCJ in the ad-seg tanks as there was no room in any dorms for us and between fighting the roaches and having to have towels over our heads to breath because inmates where lighting fire to their mattresses the first few days where not fun. Got stuck in ad-seg with everyone else for weeks. No recreation time, no sunlight, just 8 guys packed in a tiny cell. Feeding time came around the (inmate) that passed out food without supervision would give food to whoever he felt like it and keep the rest for himself unless you would pay him store for it. If you where black you didn't have to worry about it. Guards knew and didn't give a shit, they are all from the same hood or gang. You put in an I-60 or a grievance about it nothing changed because all that paperwork was just thrown away. After a few weeks of ad-seg I finally got to a dorm and of course no shoes fit that they gave me and the mattress where missing most of there stuffing and nothing would be done about it. Its a mostly all black facility,

I am a halfbreed so I didn't get force initiated into the woods or tango blast but everyday there you had to worry about it because it was so poorly ran that if you where a minority or looked weak you where an easy target. All the guards are crooked. Even though they separate the TDCJ offenders on one wing of the facility and have to keep the other wing for state jail prisoners ( and TDCJ only wear blue uniforms while state jail wear orange uniforms) More than once I saw when guards allowed state jail offenders access to the TDCJ wing for gang activities as well as one instance in the dorm I was in where 8 orange state jail offenders where allowed in to the tdcj dorm on the farthest dorm on the farthest wing to beat the everliving shit out of one of there gangmembers that violated a gang code. He was took to a corner and one held a blanket while the rest spent 2 minutes punching,kicking and stomping on him and when they where done they kicked the lock off his locker and took all of his stuff. Including his state issued mattress. Then they all walked out to the door of the dorm and where let out and

  37. happily escorted hundreds of yards happily with all there new treasures by the guards. When it came to chowtime and you where to be fed most of the food is so watered down because the kitchen staff and the inmates that work the kitchen steal most of the food and use bare ingrediants,meat,etc that the food is mostly water and some rice and not much else. Than on top off that its a mostly black run kitchen so if you are a minority once again you are given smaller portions such as tiny burnt biscuit, meat with more bone than meat, pancakes with water instead of syrup, etc. I can remember one time getting half of what is state required for a meal and getting laughed at by the black women that ran the kitchen and the other offender kitchen workers when I got half a meal and you could see the rest of what they where serving only being passed out to other black inmates in line. The chow line was another fun part of that place. Even though they only gave you a set amount of time to eat black people could easily walk right in a walk past you in line and get there plates to eat (full plates) while you would spend 30 minutes because they just came by walking past you and your place got longer in line while the black guards just kind of laughed and looked the other way. Of course you could pick a fight, but in there you fight one black guy and then you have to fight his whole gang which included officers that would make your life miserable. As far as getting your mandated library time that was always neglected so if you wanted to go to law library to research something you only would get to go maybe once a month because they would never run the library calls when they where supposed to and the one time I approached a lieutenant about that issue he just laughed and said that was just the way it is and if I had a problem to file a grievance ( which just gets swept under the rug anyways ) He was black as well..   38. horrific conditions I witnessed and saw about this place but these are just some of what I saw and went thru and while YES! I am a criminal, I broke the law, there are jails in Mexico that are more humane than this shithole was and I feel so sorry for anyone that has to end up at this place. To all the people that are quick to condemn people incarcerated for stupid mistakes or decisions I would ask you to think about if you had a son that was young, and made a poor decision and ended up in a place like this if you would condemn your son as you do in some of the posts I have read. You cannot imagine how horrible this place is or the people that run it. Animals in shelters get treated better ( even if they are different colors). As for the end of this comment, I would like to add that I am a mixed male (white-Hispanic) and my wife is black so if anyone wants to throw the race card at me you can just go fuck yourself because all I did in this post was tell it like it is when I was at the place. Black ran transfer facility by inmates and guards. Further more to people that worry about the long sentence TDCJ inmates I would like to add that most TDCJ inmates don't go in there looking to get into to trouble because they have the option to make parole as long as they stay out of trouble, while the state jail inmates don't give a shit because they are doing day for day prior to some new law that gets them a little bit of time shaved off there sentence. So for the most part if you are doing time at this shithole as a TDCJ inmate you have to worry more about the state jail inmates that are quick to fuck your parole up because they don't care about your parole. They just care about doing whatever they want to do or what the guards will let them do. Anyhow that's about all I have to say about this place.       My 22 year old son is supposed to be doing 6 months in SATF-Peden. It is the substance abuse treatment facility that is located in downtown Houston. When he first got to SATF-Peden, I was allowed to take him uniformed type clothes/shoes, such as navy blue shorts, white tee shirts, gray sweatshirts etc. I felt like the staff was fairly pleasant.
      Last week, My son called me and said that they had transferred him, and about 20 other people, from the SATF-Peden facility, to some place in Atascocita(I'm assuming it's this Pam Lynchner facility). My son told me that it seemed much better there, than where he was when he was housed downtown. He told me I could come visit, this weekend, and asked me to bring him his jeans/regular clothes. I've never heard of any innate being able to wear their own clothes. Overall, my son sounded pretty good.
      Are you familiar with anyone, who has come in to Pam Lynchner, from the SATF-Peden program? If so, do you know if they are housed anywhere away from the long term inmates? He is supposed to be in there, very specifically, for drug treatment.
      I'm wondering if he is just telling me that everything is okay so that I worry. He's allowed to call me once a week. So, i've only talked to him once since he was just transferred there. I get to go see him this Saturday. I guess I will know more after my visit with him.
      I would sure appreciate any information, or input, that you might be able to give me.

  40. As for calling these people animals you should look up the expierimental study where under a college they took regular schoolmates and made a prison simulation. After two weeks they had to shut the expieriment down because these regular people who willingly became inmates for the study were becoming violent and taking on inmate behaviors. Ironicaly enough the only ones who wanted the study to continue was the people who played guards ans had developed a power trip. Prisoning people doesnt develop good people skills it strips them. Thou there does need to be a consequence for your action no doubt.

  41. My son was just sentenced there for 6 months and I pray everyday for him. Just reading the horrible things people are writing makes my skin crawl. We have not been able to visit yet, but when I do if I see something I don't like I will go straight to the top! I will contact whomever needs to be contacted and made aware.

  42. my brother was locked up at Lyncher for one year in 2006, I don't know if things have changed since then, but I had no problems with visitation, I simply abided by the strict dress code for visitors that is clearly stated online. As for my brother, he is white, never belonged to a gang and never wanted to. He did a few stints at Harris County Jail and said he would rather be at state jail anyday than Harris County Jail. By no means did he say it was a picnic, he got put in the hole a couple times for fighting, He said some of the guards were rude but that was to be expected. the thing he said that really bothers me is that he didn't want to join a gang but said if he had been there for any length of time more than a year, that the inmate basically has to for his own protection in case a gang war breaks out

  43. my son is half white half Hispanic went to visit him this weekend Saturday to find out he could not have a visit due to his trouble, trouble was whole dorm was in a race riot my son did not choose sides so they gave him a free pass as of this free pass now he is a green light which is a target for someone to actually hurt or kill him the free Pass given to him not choosing sides of which gang but because she is going to be getting out very soon so they gave him the free pass he was denied to visit at first yesterday but as I proceeded to make a ruckus about it they eventually let him out to visit with me stating that he was among the the ones that were in the race war although he didn't do anything he is still locked up in the K building he was able to visit with me like I said only because I caused a ruckus and they told me he was not involved but yet he is still locked down he told me he was scared for his life but if you tell a guard that or anyone of statue in that place they really don't give a shit so now my son is going to have his Parole fucked off all due to something he had nothing to do with I guess my point is I'm asking what can I do for all the wives the mothers to Sister Exedra it doesn't seem to make any difference what I say or do to anyone in that facility now I've laid awake all night wondering if my son will be alive this morning as apon calling them they tell me yes he's in the system can anyone help tell me what I need to do leave me the right direction something has got to be done kids are being killed in there that are under 20 years old last weekend we SAT across from Amanda been stabbed in the neck still bleeding from his wounds he was sitting there talking to his family and discuss he's in the same position as many are in there how did we stop this what do we do please somebody help

    2. That's not all that goes on at Pam Lychner, the guards are cripts or bloods. They bring in drugs, cell phones and cigarettes. It is a cesspool of corruption. From the warden to guards. Write the governor, attorney general, state representatives or your voice will not be heard. tell your son to write down names and dates and hide it. He can sue the lot of them.
      My husband is in lychner and he is in F building. The vents are broken and they do not shut. When it rains it pours inside the dorm. He is in there for something he did not do and I can prove it. State of Texas gonna pay.....

  46. I got released just a few weeks ago... Jan 7th. The place is exactly as described. The place is nasty, dirty, and definitely unhumane. Guards are a joke. I've stabbed atleast 4 people pretty bad and participated in gang beatings when I was there and no disciplinary actions were ever taken. I admit I got away with a lot of stuff. I have even had sex on a daily basis with the female officers during their shifts. (Yes it goes on a lot there) Ive smoked, shot up, and snorted while I was locked up. Drugs are easier to get a hold in jail than on the streets.

Contact your representatives and flood their mailboxes with letters. Email them all, everyday. Make phone calls. Perhaps we should organize and make our presence known! I'm still thinking of the best way to do that. . . For me, the drive to Austin is about 3 hours. A physical presence seems to make more of an impression. With that physical presence in the capitol, surely we could find a reporter interested in interviewing us. For the moment? My mind is reeling, and I am not well. . .
